<p style=”font-family: times-new-roman; font-size: 20px; text-align: justify; color: black;”>On September 8, 2026, the first meeting of the Application Evaluation Committee (KVA) for the Performance-Based Grant (GBP) 2026 was held, marking the official launch of the municipal evaluation process. During the meeting, the KVA was constituted, the legal basis, procedures and deadlines of the process were presented, and the review of financial indicators and the Performance Measurement System (SMP) began.</p>
<p style=”font-family: times-new-roman; font-size: 20px; text-align: justify; color: black;”>In his speech, the Minister of State for Local Government, Mr. Ervin Demo, emphasized that through the 2.5 million euros of the Performance-Based Grant, it is intended to support more municipalities that achieve concrete results for citizens, with a focus on kindergartens and kindergartens, social services, cleanliness and increased accountability of municipalities. From the general fund, 2 million euros are financed by the State Budget and 500 thousand euros by Swiss and Swedish partners.</p>
<p style=”font-family: times-new-roman; font-size: 20px; text-align: justify; color: black;”>Ms. Sabine Piccard, representative of Switzerland, reconfirmed support for this mechanism, emphasizing the importance of an evaluation process developed with objectivity, consistency and transparency, as well as with the same standards for all municipalities.</p>
<p style=”font-family: times-new-roman; font-size: 20px; text-align: justify; color: black;”>In the technical part, AMVV, in the role of the Technical Secretariat, presented the results of the verification for the three financial indicators of GBP 2026. The review resulted in 19 municipalities meeting the criterion for arrears, 39 municipalities the criterion for budget execution and 26 municipalities the criterion for increasing revenues from real estate tax.</p>
<p style=”font-family: times-new-roman; font-size: 20px; text-align: justify; color: black;”>Also, the SMP 2025 indicator was reviewed, where it was found that the participating municipalities had reported the data within the specified deadline and the AMVV had verified the compliance of the submitted reports.
