A decade after the implementation of the Territorial Administrative Reform, municipalities have achieved significant progress in strengthening their financial autonomy and increasing their role in economic development. Own income per capita has increased significantly, going from 4,634 ALL in 2015 to 14,527 ALL in 2023, while investments per capita have increased by 78%. This progress is a reflection of continuous efforts to improve financial management and optimize resources.

Moreover, with the implementation of the new methodology for measuring performance and supporting grants based on this performance, we have opened new opportunities for further improvement of local government standards. This has contributed to increasing the efficiency of public services and has provided new opportunities to increase the quality of services for our citizens, bringing them closer to the benefits of an empowered and more transparent administration.
