Territorial reform has a direct link to Chapter 22 of the negotiations with the EU, Regional Policies and Coordination of Structural Instruments, because this chapter deals with funds, but also with the way a state organizes its territory and structures to guarantee balanced regional development.

The European Union’s Cohesion Policy aims to reduce inequalities between regions and requires the existence of territorial service units, with real administrative and financial capacities to plan, implement and monitor development programs by having at its disposal a mechanism such as AFMIS (Albanian Financial Management Information System), which is the digital “brain” of public finance management in Albania. In this sense, the territorial organization of the country is the foundation on which the management of structural funds is built.
