The Director of INSTAT, Elsa Dhuli, presented the publication of the Population and Housing Census data at the county and municipality level for 2023, emphasizing their importance for the design of economic, social and infrastructural policies. The legal basis is determined by Law No. 17/2018 on Official Statistics, Law 140/2020 on the Population and Housing Census and Law No. 9887 on the Protection of Personal Data. This is the third Census published after 1990, which evidences the drop in the population to 2,402,113 inhabitants, a decrease of 420 thousand people compared to 2011, mainly as a result of emigration. Tirana remains the most populated district with 31.6% of the total population. The literacy rate for the population aged 15+ is 97.7%, while the percentage of women with higher education has reached 55.7%. About 6.5% of the population aged 5+ have disabilities, mostly over 65 years old. The number of Family Economic Units (FEU) has reached 755,950, with an average size of 3.2 members, while 82.5% are owners of the apartments where they live. Also, 11.4% of PEs use solar panels, an increase of 8.7 percentage points from 2011. The data will serve for projects and policies aimed at a more sustainable and equal future.
