Decision no. 244 dated 17.4.2024 “On the manner of organization and operation of the Consultative Council of the central government with local self-government”

The Consultative Council is the main consultative forum between the central government and local government, with the aim of institutionalizing the consultation process between the two levels of government, for draft laws, draft decisions of the Council of Ministers, draft policies and draft strategies that regulate or have a direct impact on the exercise of rights and the obligations of Local Self-Government Units. Its creation was approved by the decision of the Council of Ministers, on December 21, 2016. With this decision, for the first time in Albania, the central government would start the institutionalized consultation with representatives of local self-government regarding decentralization, local finances and functions of municipalities. The Agency for the Support of Local Self-Government performs auxiliary and administrative functions in the role of the Technical Secretariat. The role of AMVV as the Technical Secretariat of the Consultative Council is carried out according to the definition and tasks assigned to VKM. No. 244, dated 17.04.2024.
