The third meeting of the Application Evaluation Commission (KVA)—established under the GBP 2026 framework—was held to conduct a preliminary assessment of Waste Management Plans and the measurable result indicator regarding cost recovery through waste management fees (requiring a minimum coverage of 50%).

During the meeting, the Commission reviewed complaints and preliminary assessment results to reach a final evaluation for the Forest Management Plan. Regarding Waste Management Plans, the Commission discussed the cases of applicant municipalities, analyzing their plans and relevant documentation against the criteria set out in the Joint Guideline.

Finally, the Commission analyzed the cost-recovery indicator for waste management fees, based on SMP 2025 data and trends observed during the 2023–2025 period.

The Commission reached a decision on the preliminary assessment of this indicator, just as it had for the preliminary assessment of the Waste Management Plans.

A decision regarding the measurable indicator for the reinvestment of forestry-generated revenue will be taken at the next meeting.
