On September 3, 2025, the sixth meeting of the Consultative Council between the Central Government and Local Self-Government was held online, co-chaired by the Minister of State for Local Government, Mr. Arbjan Mazniku, and the President of the Association of Regional Councils, Mr. Aldrin Dalipi

In the opening, the importance of two normative draft acts aimed at strengthening control over construction and discipline of territorial development was emphasized, which are expected to be approved by the Council of Ministers in the future

During the meeting, the draft act “On some additions and amendments to Law No. 8402, dated 10.9.1998, ‘On the control and discipline of construction works’” was presented, which provides for increased responsibility of construction entities and architects, strengthening the role of control authorities and establishing new obligations for electronic monitoring of works. Also, the draft act “On some additions and amendments to Law No. 107/2014, ‘On territorial planning and development'” was discussed, where among the innovations are the creation of a national online registry of construction and development permits, the introduction of the concept of a “black list” for lawbreakers, as well as stronger protection of public spaces.

Mayors and local representatives brought a series of comments and proposals on financial costs, conflict of interest issues and the need to harmonize legislation with local practices. In conclusion, it was decided that all suggestions and remarks of local governments be forwarded to the proposing institutions to be reflected in the final draft acts.
